April 24, 2024 SPECIAL TOWN COUNCIL MEETING
A frequently asked question by many Sahuarita residents has been: "Why do we not hear more from Robson on this issue?" Until recently, no one including the Quail Creek Property Owners Association (QC POA) was aware what Robson Ranch Quail Creek, LLC (RRQC) was doing to address the asphalt plant permit application.
A common and unfounded rumor is that RRQC is negotiating with Vulcan on a land swap. Vulcan’s general counsel informed a QC resident that Robson has not contacted Vulcan for this purpose.
A concerned citizen submitted a public records request to the Town of Sahuarita to obtain Robson Letters/emails with regard to the Vulcan CUP.

"... Vulcan has consistently disregarded the reality that this is an fundamentally residential area where the highest scrutiny and mitigation measures are required to address the obvious adverse impacts that will be caused..." Read Entire Email from July 25th letter.
ROBSON RANCH QUAIL CREEK, LLC (RRQC) LETTER DATED APRIL 6, 2023
"... the application does not acknowledge potentially adverse impacts to the surrounding neighborhood and propose specific mitigation measures to address such adverse impacts especially ... " Read Entire Email contains request for information on page 1 followed by April 6th letter/email.
Some of the issues identified in these letters are:
Conditional use does not comply with general plan
Application lacks analysis of how to substantially mitigate risks from hazardous materials
Application lacks analysis on how to preserve and protect Pima County Riparian Habitats and groundwater recharge.
ADEQ Permit is not enough to explain how Vulcan will satisfy all the individual standards (noise, smoke, glare or heat, odors, vibrations, fly ash, dust, fumes, vapors, gases and other forms of air pollution, liquids, and solid wastes).
The application does not provide any specific restrictions on operational hours, allowing for overnight maintenance operations and periodic overnight manufacturing operations without any clear limitations.

A concerned citizen submitted a public records request to the Town of Sahuarita on September 18 and received a copy of a second Robson email to the Sahuarita Town Senior Planner, Planning & Building Director, and Town Attorney on the same day. As of May 18, here’s what we know:
A concerned citizen was informed by an employee of the Sahuarita Town Manager Department that RRQC had submitted an email to several members of the Sahuarita Planning & Zoning Division on April 6, 2023. The author of the RRQC letter was Pamela Gulsvig, Legal Department - General Counsel of Robson Communities, Inc. and Robson Homes, LLC.

This concerned citizen submitted a public records request to the Town of Sahuarita on May 15 and received a copy of the Robson email on the same day.
On May 15 at 10 AM, the QC POA hosted its regular board meeting in the ballroom of the Quail Creek Clubhouse. The QC POA was seated at a table in the front of the ballroom, including Connie Bandstra (President, QC resident and Robson employee), Mark Chapman (Treasurer and Robson employee), Jeff Krueger (VP and QC resident), and John O’Rourke (VP and QC resident). Jack Sarsam (POA Secretary and direct-report to Ed Robson, Founder and Chairman of RRQC) was absent. Several hundred residents were in attendance. This concerned citizen delivered copies of the public record Robson-email to several CCS individuals during the board meeting.
Near the end of the QC POA board meeting, during the open-mike Q&A agenda item, several concerned citizens spoke to the QC POA board on the topic of the Vulcan asphalt plant permit application. One QC resident and local real estate agent informed the POA board of the revised Arizona Residential Seller Disclosure Advisory form dated February 2023. Another QC resident expressed concern to the POA board that both Robson and the QC POA were apparently not engaged with the Town of Sahuarita on the asphalt plant permit application.
Still another QC resident addressed the POA board with a copy of the Robson email in-hand. He stated that he was disappointed that the Robson letter written on April 6 was not discovered by the community until May 15; more than a month later. He said that QC residents expected the QC POA to represent them. Furthermore, that Robson’s role on the QC POA board, with three of the five board positions, should also represent QC residents. Instead, the POA board informed several QC residents/concerned citizens that Robson’s attorneys had instructed the POA board not to work with the residents on this issue. The general counsel informed the POA board that the homeowners need to do this on their own.
Next the POA board responded that they were not aware of the Robson email. This was the first that they had heard about it.
