NOISE, LIGHT, WIND, AND ODORS
Issues and some suggested conditions:
No lights at night. Dark sky. Prohibit stadium type lighting at night. This specifically means while doing night maintenance
Restricted hours...no weekends, no nights and the workday ends at 3:30PM. Closed all major holidays. Hard restrictions to operating hours.
Windy day operation restrictions to mitigate odors
Truck noise, backup beeping from trucks, and other sources of noise.
Noise mitigation strategies for equipment use, start up/shut down, sound barriers.
Add foliage to reduce noise.

Some suggested conditions:
Additional air quality monitors closer to the site, monitoring for small particles in addition to ozone
Ground up tires used in asphalt outside of permit
Use of additives to reduce CO2 emissions and odors
Aggregate storage height should be restricted to no higher than the berm surrounding the site. The reason is because the operator will use conveyors to build these piles and they could be quite high in the air. That causes excessive fugitive dust as the aggregate falls through the open air.

SAFETY, WILDLIFE AND ENDANGERED SPECIES
Some suggested Conditions:
Safety
Secure fencing around the entire site to preclude people or indigenous animals from wandering into the site
Flood Plain mitigation at Vulcan site
Wildlife and Endangered Species
Various native and endangered species have been identified at or near site, protect endangered species.
