June 8, 2026 TOWN COUNCIL MEETING
The Town Council has approved, and Vulcan has signed, an agreement that vests existing property rights for the property but WITHOUT the right to apply for an asphalt plant.
Per the agreement, Vulcan has withdrawn the Type 3 CUP application. The agreement was recorded with Pima County on May 28, 2024.

Should you be interested in becoming involved in another local issue, the proposed massive copper mine and sulfuric acid plant straddling both sides of the Santa Rita Mountains presents a potential threat to the natural environment.
This industrial expansion into the Green Valley/Sahuarita area could disrupt the delicate ecological balance, raising serious concerns for those who value the preservation of nature in the region.

Next Steps: The agreement will be signed by the Town and then delivered to Vulcan for signature. Once both parties have signed the agreement it will be final. And Vulcan will withdraw the CUP for the HMA plant in Sahuarita. We will continue to post status updates as they are received until the agreement is fully executed.

Vulcan Materials submitted a request for a Type 3 Conditional Use Permit for a Hot Mix Asphalt Plant at 18701 S. Old Nogales Highway, (Case No. SA6-23-00001) February 20, 2023. Concerned Citizens of Sahuarita (CCS):
Is a grassroots movement of individuals, working independently towards a common goal. "We aim to defend the quality of life that all in Sahuarita enjoy by protecting our environment, health, and safety for all current residents and future generations."
Thousands of concerned citizens of the greater Sahuarita area stand firmly in opposition to the Vulcan Materials request for a Conditional Use Permit (CUP) from the Town of Sahuarita, allowing Vulcan Materials to place a Hot Mix Asphalt plant in the middle of our community.
This plant will negatively affect our environment, our public safety, our property values, and pose great risk to our health and overall quality of life. We would encourage Vulcan and the Town of Sahuarita to relocate the proposed plant to a more suitable location.
We concerned citizens do not believe this to be a political issue, nor should it be a controversial one. This is an issue of protecting people’s health, public safety, and our environment. We concerned citizens are not opposed to industry or Asphalt plants. We all want to travel on smooth asphalt roads. There needs to be a more suitable and acceptable location that will ensure both sustainable growth for our community and at the same time will not be harmful to the community. Read more:

We are tracking the progress of the Town Staff, their continued interactions with the permit applicant, Vulcan Materials. You can read the Town Staff’s updates on their website. (Click ‘Other’ to see the Vulcan project).
We continue to track concerned citizens submitting conditions for the permit and other suggestions to a fair resolution to properly locate the asphalt plant. This includes enhancing relationships with UPRR (railroad), government agencies, equipment vendors, and other sources.
